Sowing from seed probably better indoors, where you can keep an eye on them, but if already potted just plant and they'll be good. I live in the SF valley, and typically herbs can grow year round in our area. Just make sure that your plants get enough sun, like 4-6 hours a day, or else they will grow slow and get leggy. Yes.
